Surveyor General's Report on Major General Donovan's application for additional land at Howloong.
This is an application for
the two areas tinted light yellow in the Royal Engineer's traging attached. I _ have marked them A and B to
facilitate reference. A is the small - isolated nodule (100 feet high) known
as mount Elgin long since seleated for the site of the Astronomical Observatory: It is the only spot in the whole of Hongkong which fulfils the conditions of a site for an observatory if relinquished therefore for military purposes the __ Colony must forego the Observatory and this would be a great loss to shipping
